| 文章梳理了美国、英国、日本和我国针对主要公共资助机构学术论文开放存取的国家政策和机构政策。在
此基础上，借鉴国外已有的先进经验和我国既有的开放存取实践，提出4点对策与建议：完善相关政策法规体系，加强
开放存取平台控制管理，保证稳定资金支持，增强版权保护意识。 |

| This article reviews the open access policies of academic paper from major public funding agencies
both at home and abroad, and references the history of the open access policies of the countries where public
policy funding agencies are located. By drawing on the advanced experience of other countries and the existing
open access practices in our country, we put forward four countermeasures and suggestions: Improve the
relevant policies and regulations system; strengthening the control and management of open access platforms;
ensuring stable financial support; and enhancing awareness of copyright protection. |
