以创新券政策为突破口，建立先进的国家创新体系。 |

| This paper analyzes the advanced policy concepts of innovation voucher programs, namely the
concepts of taking enterprises as the principal innovative players, sharing innovation services, fostering publicprivate
partnerships, and paying attention to credit management and macro-control, which are considered to
account for effective innovation voucher policy. This paper also advocates that such policy should be put into
effect to seek the breakthrough in the new round of scientific and technological system reform to establish an
advanced national innovation system. |
