| 本文阐述了近十年来英国科技工作和国家战略科技力量的总体发展思路，分析了在此背景下当前英国国家
战略科技力量的主要构成，包括：以研究理事会为主重点支持的研究所/研究中心/国家实验室；由研究理事会以及前
英格兰高等教育拨款委员会等联合支持的大学重点实验室；由政府部门直接管理的研究中心等少数科研机构；由英国
创新署支持的技术与创新中心。在此基础上，从研发方向、承接对象、地域分布等维度讨论了英国政府对国家战略科
技力量建设的几点关键性考虑，提出了针对我国国家战略科技力量建设的相关建议。 |

| This paper explores UK’s science and technology development strategy and the general approach
of developing National Strategic R&D Forces over the past ten years. It analyzes the pattern of UK’s national
strategic R&D forces and draws a conclusion that the system is mainly made up of four parts, namely
research institutes/research centers/national laboratories primarily supported by research councils, university
laboratories primarily supported by HEFCE, research institutes primarily supported by government organs,
and technology and innovation centers primarily supported by Innovate UK. In addition, the paper discusses
UK government’s key concerns in UK’s national strategic R&D force selection, covering research directions,
candidates, and geographical distribution. Based on the analysis, it proposes suggestions for China to develop
its national strategic R&D forces. |
