| www.data.gov是美国政府主持建设的国家开放数据门户网站，也是全球著名的政府数据开放平台。为保证数
据的充分开放和有序共享，美国政府建立了一套完备的管理保障体系，经过多年的运转已形成了较为成熟的组织管理
模式并积累了丰富的开放共享经验。从法律原则、管理执行、运行协作、创新激励、考核评价等管理体系入手，分析
研究美国政府数据开放网站运行及政府数据开放共享的制度性保障机制，旨在为我国相关工作的开展提供有益的参考
和借鉴。 |

| www.data.gov is a national open data portal managed by the United States government and the most
well-known open web platform for free data access in the world. In order to ensure the full open and sharing of
government data, the American government has established a set of complete management guarantee system,
which has the well-developed models and experiences after many years of operation and practices. Starting
from the perspectives of management system of legal principle, management execution, operation coordination,
innovation incentive, assessment and evaluation, this paper studies and analyzes the institutional guarantee of
the operation of the United States government open data website and the open sharing of government data, so
as to provide reference for the development of open data in China. |
