| 针对新疆科技成果转化服务体系面临的现状和问题，采用多种调查方式进行分析研究，提出构建新疆科技
成果转化服务体系建设的整体思路：搭建成果转移转化服务平台，构建科学、规范、公正、合理的第三方科技成果转
化服务体系，打造新型科技服务大市场；制定科技服务业的绩效考核标准和奖惩办法，培养一批专业化经纪人才队
伍，提升服务能力，促进科技成果转化服务业多元化、规范化、网络化发展。 |

| Based on the current situation and existing problems of Xinjiang scientific and technical
achievements transformation service, this paper analyzes and studies with various investigation methods,
proposes the overall idea of constructing Xinjiang’s scientific and technical achievements transformation
service system, builds a transformation service platform, and builds a market-oriented third-party technology
service system to create a new market for new technology services. This paper also formulates performance
appraisal standards as well as rewards and punishments for science and technology service industry, trains
professional brokerage talents, improves service capabilities, and promotes service industry development. |
