| 选取我国具有代表性和典型性的38家一级专业查新机构作为调查对象，利用网络调研及文献调研等方法，
从业务范围、资源保障、查新制度、管理系统等维度深入分析专业查新机构服务的发展现状。在此基础上，分析业务
模式单一、服务方式被动、文献资源不完善、科技查新管理不规范、缺乏人员培训等存在的问题，提出了扩大业务范
围、升级服务模式、加强查新机构的规范化管理、开展科技查新人员培训工作等对策建议。 |

| Select 38 representative and typical first-level professional novelty search institutions in China as
the survey objects, and use methods such as network research and literature research to in-depth analysis of
professional novelty search from the dimensions of business scope, resource guarantee, novelty search system,
and management system. On this basis, it sums up the problems of single business model, passive service
methods, imperfect literature resources, non-standard management of scientific and technical novelty search,
lack of personnel training, etc., and proposes to expand business scope, upgrade service model, and strengthen
standardized management of novelty search institutions. Carry out corresponding opinions on the training
of scientific and technical novelty search personnel, and promote the development of scientific and technical
novelty search work of professional scientific and technical novelty search institutions in China. |
