| 科技报告质量已成为国家和地方科技报告制度建设中较为突出的问题，开展科技报告质量评价是提高科技
报告编写质量和应用效果的重要手段。本文借鉴已有的科技报告质量评价研究成果，分析科技报告共享前和共享后两
个主要阶段的质量评价特点，构建基于自评的科技报告质量评价指标体系，提出共享前后不同阶段科技报告质量管理
和评价的实施措施。 |

| The quality of scientific and technical report has become a more prominent problem in national
and local scientific and technical report system construction. Carrying out quality evaluation of scientific
and technical report is an important means to improve writing quality and application effect of scientific and
technical report. Based on the existing research results of quality evaluation for scientific and technical report,
the paper analyzes the quality evaluation characteristics of the two main stages before and after scientific and
technical report sharing, constructs the self-evaluation-based quality evaluation index system for scientific
and technical report, and puts forward implementation measures of quality management and evaluation for
scientific and technical report in different stages. |
