面对突发公共事件,图书馆亟待建立应急信息服务机制,发挥专业与平台优势为社会作出独特贡献。本文先对国内外已有研究进行调查,发现面向公共突发事件的图书馆应急信息服务领域相关论文很少,且尚缺乏应急信息服务机制理论构建。接着,从应急信息服务预案编制与演练、应急信息资源保障体系建设、应急信息服务运行管理、应急信息服务质量评价与提升四方面详细阐述图书馆应急信息服务的内容与流程,并从制度体系健全、多主体协同机制建设、专业服务队伍优化配置、宣传渠道体系培育、自身优势发挥五大方面为图书馆应急信息服务机制优化提出策略建议。 |

In the face of public emergencies, libraries urgently need to establish emergency information service mechanisms and make unique contributions to society by leveraging their professional and platform strengths. The article first investigated existing research and found that there were few related papers in the field of library emergency information services for public emergencies and that there was a lack of theoretical construction of emergency information service mechanisms. The article then elaborated on the content and process of library emergency information services from four parts: emergency information service plan preparation and drill, emergency information resource guarantee system construction, emergency information service operation management, and emergency information service quality evaluation and improvement. Finally the article proposed strategies for the optimization of library emergency information service mechanism from five aspects: improvement of institutional system, construction of multi-subject coordination mechanism, optimized configuration of professional service team, cultivation of publicity channel system, and exertion of their own advantages. |
