      开放科学治理已成为全球开放科学的重要议题,联合国教科文组织《开放科学建议书》指出应在各个层面营造有助于践行开放科学的政策环境。科研机构作为开放科学的核心行动主体,其开放科学政策至关重要。首先,使用扎根理论提炼国外科研机构开放科学政策的内容要素和政策框架;然后,结合专家咨询法,构建贴合国内科研机构开放科学现状的政策框架,并通过问卷调查收集我国科研人员群体对该政策框架的反馈;最后,总结科研机构开放科学政策制定中的关键问题,继而提出我国科研机构应着重关注开放数据、开放获取、开放科学基础设施、开放科学激励、开放评价和开放科学教育培训方面的政策建设,自下而上完善我国开放科学政策体系。
英文摘要:
      Governance of open science has become an important issue in global open science. The UNESCO Recommendation on Open Science points out that a policy environment conducive to the implementation and practice of open science should be created at all levels. As the core action body of open science, it is very important for scientific research institutions to formulate open science policies. Firstly, this study uses grounded theory to extract the content elements and policy framework of the open science policy of foreign research institutions. Then, combined with the expert consultation method, the policy framework that fits the status quo of the open science of domestic research institutions is constructed, and the feedback of Chinese researchers on the policy framework is collected through a questionnaire survey. This paper summarizes the key issues in the formulation of open science policy at the level of scientific research institutions, and then puts forward that China’s research institutions should focus on the policy construction of open data, open access, open science infrastructure, open science incentive, open evaluation, and open science education and training, and improve China’s open science policy system from the bottom up.
