| 荷兰是较早实践开放获取且取得成功的国家，其利用政策工具和在国际社会的学术影响力带动本国出版商实现了开放获取转型，其中以爱思唯尔为典型代表。分析荷兰各项开放获取政策的特点，并在此基础上解析国家政策驱动爱思唯尔开放获取成功转型的实践，对我国开放获取发展具有重要启示意义。在国家政策层面、学术团体层面、资助机构层面，应通过国家政策体系的构建、国际治理的参与、学术团体的合作、开放基础设施的建设以及开放获取专项基金的设立等举措推进我国开放获取的发展。 |

| The Netherlands is a country that has practiced open access (OA) earlier and achieved success. It uses policy as a tool and takes advantage of its international academic influence to drive its publishers to realize the transformation of OA. Elsevier is a typical representative of publishers. It is significant for China to analyze the characteristics of various OA policies in the Netherlands and the successful OA transformation of Elsevier driven by national policies. At the aspect of national policies, academic groups, and funding organizations, the development of OA in China should be promoted through the construction of national policy system, the participation of international governance, the cooperation of academic groups, the construction of open infrastructure, and the establishment of special funds for OA. |
