| 系统分析国外研究型图书馆最新战略规划的体例与内容，探讨其如何引导研究型图书馆在学术服务等领域的创新实践。研究发现，国外研究型图书馆积极应对人工智能驱动的科研第五范式，将数字资源建设与数据管理、研究与教育支持服务、系统更新与技术工具开发、对外合作与开放获取作为重点变革方向。基于此，提出6个方面的启示，包括科学运用规划工具、重视特色馆藏建设、构建嵌入式研究支持体系、规划数智技术应用、聚焦合作网络构建、重视智库功能建设，为我国研究型图书馆制定战略规划和优化研究支撑服务提供借鉴。 |

| This paper systematically analyzes the structure and content of recent strategic plans from foreign research libraries. It explores how these plans guide innovative practices in academic services and related fields. The study finds that foreign research libraries actively respond to the AI-driven fifth research paradigm, prioritizing resource construction and data management, research and education support services, system updates and development of technological tools, and open collaboration and open access as key areas of transformation. Based on this, the paper summarizes six insights from foreign experience: scientifically applying planning tools, emphasizing distinctive collection development, constructing embedded research support system, planning digital and intelligent technology application, focusing on the construction of collaborative networks, and attaching importance to the construction of think tank functions. These insights offer valuable guidance for China’s research libraries in developing strategic plans and optimizing research support services. |
