| [目的/意义]分析欧盟智库对“新能源汽车问题”的研究内容，有助于在国际经济受关税战影响的背景下更好地研判欧盟新能源汽车政策，打破贸易壁垒，并探索新的知识对话路径。[方法/过程]选取10家欧盟主流智库的34篇文献作为样本，运用内容分析法，梳理欧盟智库对于新能源汽车问题的主要议题和认知，分析这些认知的总体特征、背后的原因与潜在影响。[结果/结论]欧盟智库研究“新能源汽车问题”的议题主要围绕欧盟自身实力、产业战略价值、对华倾向三个方面，相关认知具有客观全面、易受美国影响且呈现逐利性特征。这与现实产业情况、美国舆论引导以及智库研究者个人经历有关。这些认知将对欧盟新能源汽车战略认知、战略政策、战略合作等方面产生多元影响。我国应重视有差别的常态化智库外交，聚焦欧盟《汽车行业行动计划》，并在“全球南方”的新能源建设中推进中欧互信共赢。 |

| [Objective/Significance] Analyzing the research of EU think tanks on New Energy Vehicle Issues contributes to better assessing EU policies on new energy vehicles against the backdrop of a tariff war-affected international economy, breaking down trade barriers, and exploring new avenues for intellectual dialogue. [Methods/Processes] The article selected 34 articles from 10 mainstream EU think tanks as samples, and used content analysis to sort out the main topics and perceptions of EU think tanks on the issue of new energy vehicles. The overall characteristics, underlying reasons, and potential impacts of these perceptions were analyzed. [Results/Conclusions] The topic of the EU think tank’s research on the “new energy vehicle issue” mainly revolves around three aspects: the EU’s own strength, industrial strategic value, and China orientation. The relevant cognition has objective and comprehensive characteristics, is easily influenced by the United States, and presents a profit-oriented feature.This is related to the think tank’s consideration of the real industry situation, the guidance of American public opinion, and the
personal experiences of think tank researchers. These perceptions will have diverse impacts on the EU's new energy vehicle strategy, policies, and cooperation. China should attach importance to differentiated and normalized think tank diplomacy, focus on the EU’s Action Plan for the Automotive Industry, and promote mutual trust and win-win cooperation between China and Europe in the construction of new energy in the Global South. |
