      海洋科技经费投入是增强海洋科技创新的重要手段,决定着海洋科技活动的规模和效益。美国是世界上海洋科技最发达的国家,其灵活、富有效率的海洋科技投入机制中有很多有价值的值得借鉴的经验。本文在分析中国海洋科技经费投入规模和结构的基础上,通过对比我国海洋科技经费投入与美国的差距,提出如下建议:我国应加大海洋科技投入力度,加强前瞻性海洋技术研发;优化海洋科技投入结构,增加对海洋基础研究的投入;强化海洋科技资金管理,提升海洋科技财政投资效率。
英文摘要:
      The ocean science and technology investment is an important means to enhance the ocean science and technology innovation, which determines the scale and efficiency of ocean science and technology activities. The United States is the world’s most developed country in ocean science and technology, and its flexible and efficient ocean science and technology investment mechanism has a lot of valuable experience to learn from. Based on the analysis of the investment scale and structure of ocean science and technology in China, this paper compared China’s ocean science and technology investment with that of the United States, and put forward that China should increase the ocean science and technology investment scale and strengthen the development of forward-looking marine technology, optimize the ocean science and technology investment structure and increase the investment in ocean basic research, strengthen the management of ocean science and technology fund and improve the financial investment efficiency in ocean science and technology.
