      加强科学合作是预防和减缓全球性危机的重要途径。本文从全球知识流动的视角,研究我国科学体系开放的成效。结果显示,我国科学体系开放的规模不断扩大,并取得了一系列显著成效,包括科研能力显著提高、创新文化持续改善、为经济社会高质量发展提供科技支撑,以及为全球科技创新治理贡献中国智慧和方案。但是,在提升国际科研合作能力、扩大开放科学、深入参与国际科技创新治理等方面,我国科学体系开放的成效仍有较大提升空间。
英文摘要:
      Strengthening international cooperation on science is important for preventing and mitigating the global crisis. From the perspective of knowledge flow, this paper compares the effectiveness of China’s scientific system opening up. It shows that the scale of China’s scientific system opening up is literally expanding, and significant achievements have been made over last decades, including significant improvement of scientific research capacity and innovation culture, scientific and technological support for high-quality economic and social development, and contribution of Chinese wisdom and programs to global governance on science, technology and innovation. However, lots of efforts need to be taken, especially in the aspects of continuously enhancing the ability of international cooperation on research, expanding open science, and participating in global governance on science, technology and innovation.
