近年来,中国和芬兰两国关系稳步发展,能源科技合作日益密切。随着新冠肺炎疫情在全球持续蔓延,世界经济社会发展面临巨大的不确定性,加强中芬能源科技合作更具有重要的现实意义。本文利用专家访谈、文献研究等方法,系统总结了中芬能源科技合作现状与基础,提出中芬能源科技合作仍存在双方企业间认知程度较低、中芬能源科技合作协议的落实推进有待加强,以及中芬合作显示度较低等问题。研究建议,建立“中芬能源技术创新合作委员会”;创新合作模式,加强中芬两国政府间的产学研合作;抢抓“新基建”的重大历史机遇,促进中芬合作的转型升级;促进中芬两国开展更广范围和更深层次的合作。 |

In recent years, the relations between China and Finland have been developing steadily, especially in energy cooperation. As COVID-19 continues to spread around the world and brings uncertainty globally, it is of greater practical significance to strengthen China-Finland science and technology cooperation in energy fields. This paper systematically summarizes the current status and foundation of China-Finland energy technology cooperation by bibliometrics, expert interview and other methods. It analyzes the current shortcomings of China-Finland cooperation, such as the lower cognition degree between Chinese and Finland companies, the slower implementation of the China-Finland agreement, and the low display degree of China-Finland cooperation. Based on these findings, the paper gives suggestions on future China-Finland energy scientific cooperation, such as establishing China-Finland Energy Technology Innovation Cooperation Committee, strengthening industry-university-research cooperation between the governments of China and Finland through innovative cooperation models, seizing the opportunity of China’s New Infrastructure Program to promote the transformation and upgrading of China-Finland cooperation, and promoting China-Finland cooperation in a broader and deeper level. |
