| 科研不端行为与科研诚信不相容，各国均予以打击。本文主要介绍欧盟打击科研不端行为、推动科研诚信建设的基本情况，尤其是在其研发框架计划下对科研不端行为的界定、查处科研不端行为的责任主体、查处程序以及惩罚措施。欧洲研究理事会查处科研不端行为的案例说明了欧盟相关制度的实施情况。我国应重视社会团体、行业部门在力避科研不端行为中的宣传、教育、监督作用。 |

| Scientific misconduct is completely incompatible with the research integrity, and all countries take severely measures to deal with it. This paper mainly briefly introduces the European Union’s regulations and practice against the scientific misconduct in an effort to enhance the level of research integrity, and the definition, the responsible bodies, the procedures and the punishments of the checking on the scientific misconducts in the course of implementing the Framework Programme. European Research Council published some cases concerning the scientific misconduct which illustrated the implementation of the rules. Social organizations and the sectors can play an important role of promotion, education and monitoring in combating the scientific misconducts, which is a good point for China’s reference. |
