      当前,影响我国开展国际科技合作的主要外部因素包括数字全球化、新冠肺炎疫情以及中美贸易摩擦等。本文重点分析在新冠肺炎疫情影响下,国际科研合作和创新合作的新动向。在国际科研合作方面,数字工具的广泛应用促进科学知识流动和科研数据开放共享;在创新合作方面,疫情加速全球创新网络区域化,并助推高技术产品贸易强劲复苏,各国更加重视通过国际合作解决全球面临的共同挑战。最后,本文建议我国国际科技合作采取新工具、新方案、新思路,积极应对疫情带来的新变化。
英文摘要:
      At present, the key external factors effecting China’s international cooperation include COVID-19 pandemic, digital transformation and China-U.S. trade frictions. This paper focuses on the new trends of international cooperation on research and innovation in the time of COVID-19. In terms of international cooperation on research, digital tools are widely used to promote knowledge flow and open data. In terms of innovation, the pandemic has accelerated the localization of global innovation networks and strong rebound of high-tech trade. Leaders of many countries have recognized it is necessary to set up new mechanisms and solutions for societal challenges. At last, this paper gives some policy recommendations. Novel tools, new programs and mindset must be adopted for international cooperation on research and innovation through the time of COVID-19.
