      半导体设备在芯片制造过程中扮演着不可或缺的角色,对其实施出口管制已成为美国、欧盟等 国家和地区遏制中国半导体、人工智能等高科技领域发展的重要手段。通过文献调研与数据信息分 析发现,美国、日本、荷兰和欧盟等国家地区,基于瓦森纳安排的出口管制清单,对半导体设备的出口 管制政策进行了符合本国利益的针对性、精细化调整,旨在进一步加大对中国半导体产业的技术封锁。 为有效应对技术封锁带来的挑战,从加强竞争情报动态跟踪、做好供应链风险评估、开展关键核心技 术攻关和完善产业链布局、加强国际合作、构建半导体领域关键矿产出口管制国际机制等方面提出了 中国的应对措施。
英文摘要:
      Semiconductor equipment plays a crucial role in the chip manufacturing process. The export control of semiconductor equipment has become an essential means for the United States, the European Union, and other countries and regions to restrain the development of China’s semiconductor, artificial intelligence, and other high- tech fields industry. Through literature research and data analysis, it is found that the United States, Japan, the Netherlands, the European Union, and other countries and regions have made targeted and refined adjustments to their export control policies for semiconductor equipment based on the Wassenaar Arrangement’s export control list, in line with their own national interests, aiming to further intensify the technological blockade of China’s semiconductor industry. To effectively address the challenges posed by technology blockade, this paper proposes China’s countermeasures from the aspects of strengthening dynamic tracking of competitive intelligence, conducting supply chain risk assessment, carrying out key core technology research and improving industrial chain, strengthening international cooperation, and building an international mechanism for export control of key minerals in the semiconductor field.
