生成式人工智能(AIGC)技术是人工智能领域的前沿技术领域。从产业链角度来看,AIGC
技术包括产业链上游“基础设施”、产业链中游“模型算法、工具平台”和产业链下游“场景应用”。从
基础研究和应用研究两个维度,对产业链视角下AIGC 技术研发竞争态势进行阐述。研究表明,2017
年以后,AIGC 已经进入技术研发的爆发期;当前全球 AIGC 技术研发更侧重于应用研究,基础研究
整体实力有待加强;从基础研究来看,各国在不同产业链环节的基础研究侧重点有所区别。从应用研
究来看,产业链中游“模型算法、工具平台”均是各国应用研发的薄弱环节。针对AIGC 技术研发的竞
争态势,本研究最终从构建产业发展环境、加强基础和应用研究、重视知识产权保护和培育优秀的科
技创新主体等方面提出相关发展建议。 |

AIGC is a cutting-edge technology field in the field of artificial intelligence. From the perspective of
the industrial chain, AIGC technology includes the upstream “infrastructure” of the industrial chain, the midstream
“model algorithm, and tool platform” of the industrial chain and the downstream “scenario application” of the
industrial chain. From two dimensions of basic research and applied research, the paper reveals the competitive
situation of AIGC technology R&D from the perspective of industrial chain. The paper shows that after 2017,
AIGC has entered the explosive period of technology research and development. At present, the global AIGC
technology research and development is more focused on applied research, and the overall strength of basic
research needs to be strengthened. From the perspective of basic research, countries differ in the emphasis of basic
research in different industrial chain links. From the perspective of application research, the “model algorithm,
and tool platform” in the middle reaches of the industrial chain are the weak links of application research
and development in various countries. Regarding the competitive situation of AIGC technology research and
development, it also puts forward relevant development suggestions from the aspects of building an industrial
development environment, strengthening basic and applied research, attaching importance to intellectual property
protection, and cultivating excellent scientific and technological innovation subjects. |
