      区域创新计划是美国通过科技赋能经济发展的重要手段。2022 年美国发布《芯片与科学法》,授权设立 4 项新的区域创新计划,是联邦政府支持区域创新发展的里程碑式举措。为厘清美国区域创新资源的配置逻辑,系统追踪分析近 50 年来美国支持区域创新的政策演进,研究发现,美国联邦政府通过区域创新计划实现产业领域布局,并建立跨机构、跨层级、跨计划的协调机制,加强不同计划之间的衔接,以政府投入与多元主体投入相结合的方式进行支持。为优化中国区域创新政策,提出中国在区 域创新布局上需要强化央地协同机制、以创新链布局牵引区域协调发展及促进经费多元投入等建议。
英文摘要:
      The regional innovation program is a key tool for the United States to empower economic development through technology. In 2022, the U.S. CHIPS and Science Act authorized the establishment of four new regional innovation programs, marking a significant milestone in federal support for regional innovation. To clarify the logic behind the allocation of U.S. regional innovation resources, this article systematically traces and analyzes the evolution of U.S. policies supporting regional innovation over the past 50 years. This paper reveals that the U.S. federal government has achieved industrial sector layouts through regional innovation programs and has established a coordination mechanism across institutions, levels, and programs to enhance the integration of different initiatives, supported by both government and diverse stakeholders. To optimize China’s regional innovation strategy, this paper suggests strengthening the central-local collaboration mechanism in regional innovation layout, using the innovation chain layout to drive coordinated regional development, and promoting diversified funding inputs.
