| 新质生产力以科技创新为内核，通过催生新产业、新模式和新业态，正在成为促进经济向高质
量方向迈进的重要力量。科技金融通过更加高效的金融资源配置方式、更加适配的金融创新服务能力
和更加敏捷的金融风险治理机制，在培育新质生产力方面发挥关键作用。从科技金融顶层政策设计和
银行信贷、创业投资和科技保险等方面深入分析，并比较北京市、上海市、山东省、安徽省、江苏省等重
点地区的科技金融特色发展模式，提出促进科技金融赋能新质生产力发展的政策建议，包括健全新质
生产力发展的科技金融保障机制；加快金融工具创新，满足多元化资金需求；完善金融市场基础设施
与科技金融生态等。 |

| New-quality productivity, with scientific and technological innovation at its core, is becoming a key
driver for promoting high-quality economic development by giving birth to new industries, new models, and new
business forms. Technology finance plays a crucial role in fostering new-quality productivity through more efficient
financial resource allocation methods, more adaptable financial innovation service capabilities, and more agile
financial risk governance mechanisms. This paper deeply analyzes and compares the characteristic development
models of technology finance in regions such as Beijing, Shanghai, Shandong, Anhui, and Jiangsu from aspects
such as the top-level policy design of technology finance, bank credit, venture capital, and technology insurance,
and puts forward policy suggestions for promoting technology finance to empower the development of new-quality
productivity, including optimizing the institutional mechanisms of technology finance; accelerating the innovation of
financial tools to meet diversified capital demands; and improving the infrastructure of financial markets. |
