缩短至 10 个月,美国由此成功研发了全球首款 mRNA 新冠疫苗。OWS 建立了一种新型公私合作创新
机制,具有明确的商业化目标、全政府统筹协调战略、降低风险的冗余财政投入、并行生产与派驻官员
监督协调、灵活高效的监管策略等特点。该模式可应用于临时危机条件下,解决目标具体明确且范围较

In response to the outbreak of COVID-19 pandemic, the US federal government launched Operation
Warp Speed (OWS), which aims to develop a COVID-19 vaccine in record time. The OWS program ultimately
shortened the vaccine development cycle from the traditional 8 to 10 years to 10 months, enabling the United
States to successfully develop a safe and effective COVID-19 vaccine using mRNA technology for the first time.
The OWS project has established a public-private partnership innovation mechanism by clear commercialization
goals, a whole-government coordinated strategy, redundant government funding to reduce risks, parallel
manufacturing and on-site supervision and coordination, and flexible and efficient regulatory strategies. This
model can be applied to temporary crisis conditions to solve the problems with specific goals, high risk of returns,
and insufficient market incentives, providing a reference for dealing with future public health emergencies in
China |
