国能源部 2023 年正式启动“集成研究基础设施”(Integrated Research Infrastructure,IRI)计划,集
成 28 个科学用户设施和各类科研资源,提供广泛、便捷、模块化的数据服务,实现高效的数据管理和分析,
加速科学发现。通过梳理 IRI 的计划蓝图、组织模式和实施路径,解析 IRI 近年来取得的研究进展
及其对美国科技创新发展的影响,提出加快中国重大科技基础设施数智化转型的举措建议。 |

| The digital and intelligent transformation of major science and technology infrastructure represents a
pivotal opportunity for achieving high-quality development of sci-tech innovation. How to effectively integrate data,
computing power, networks, and research facilities has become a key issue in accelerating the advancement of digital
and intelligent transformation. In 2023, the U.S. Department of Energy (DOE) officially launched the Integrated
Research Infrastructure (IRI) program. The program aims to integrate 28 scientific user facilities and various research
resources to provide extensive and convenient modular data services, and accelerate scientific discoveries through
efficient data management and analysis. This paper analyzes the blueprint, organizational model, and implementation
path of the IRI program. Based on this analysis, it assesses the program’s research progress and its impact on U.S.
sci-tech innovation. Furthermore, the paper proposes several suggestions for accelerating the digital and intelligent
transformation of major national scientific and technological infrastructure in China. |
