| 构建了南亚东南亚区域创新能力评价指标体系，以该区域 19 个国家作为研究对象，对 2013
年至 2023 年创新能力进行了测算。根据十余年间多维度指数的演进与变化趋势，评价区域创新能力
的差异，并分梯队对各国的创新能力特征、影响因素及短板进行实证分析。结合分析结果提出对策建
议，为推动中国与该区域国家开展务实科技合作提供参考。 |

| This paper constructs an evaluation index system for regional innovation capacity in South and
Southeast Asia. Taking 19 countries in the region as research subjects, the study measures their innovation capacity
from 2013 to 2023. Based on the evolution of the index over this period, this study assesses differences in regional
innovation capacity. An empirical analysis is conducted by categorizing countries into different tiers to examine
the characteristics, influencing factors, and weaknesses of their innovation capabilities. In light of the findings,
recommendations are proposed to provide a reference for promoting practical science and technology cooperation
between China and the countries in this region. |
