| 成果质量是新型智库发展的重要指标。采用网络调研与文献调研方法，通过细致阅读年度
审计报告、梳理研究成果，对加拿大贺维学会（C.D. Howe Institute）成果质量控制的主要措施进行
分析。研究显示，贺维学会形成了“独立研究—循证决策—同行评议”三位一体的成果质量控制机制。
在这一机制下，贺维学会将成果控制统一于智库研究与智库管理中，以独立研究确保了成果的客观
性，以循证决策确保了成果的可靠性，以严格的同行评议确保了成果的专业性。中国新型智库应构
建管理与研究并重、专业与优势相结合的选题机制，完善同行评议与智库成果控制机制，提升成果
质量，为科学民主依法决策提供智力支撑。 |

| The quality of achievement is an important indicator for the high-quality development of new think
tanks. Through online research and literature research, carefully reading the annual report and research results,
this study analyzes the main measures of quality control at the C.D. Howe Institute and summarizes its main
characteristics. The research shows that C.D. Howe Institute has formed a trinity of “independent, evidence-based,
peer review”. Under this mechanism, the C.D. Howe Institute integrates quality control into its research and
mechanism processes It ensures objectivity through independent topic selection, reliability through evidence-based
research, and professionalism through rigorous peer review. New think tanks can enhance the quality of research
by emphasizing both management and research, integrating professionalism and expertise, and enhancing control
mechanism for think tank outcomes through peer review. |
