| 欧盟在数字主权构建中展现了以使命导向的创新政策驱动数字治理体系重塑的典型路径。通
过案例研究和过程追踪发现，其核心机制在于依托超国家制度安排，以使命导向的创新政策为抓手，
在欧栈倡议等具体项目中，实现价值观嵌入式的数字治理路径重塑。研究发现，该进程仍受制于多层
级制度张力、资金配置效率和人才生态失衡等结构性因素影响，但欧盟正通过制度叙事和规则输出
在国际层面产生数字治理溢出效应。相关经验为中国构建自主可控且开放包容的数字治理体系提供了
有益借鉴。 |

| The European Union (EU) has demonstrated a distinctive pathway for reshaping its digital
governance system by leveraging mission-oriented innovation policy in pursuit of digital sovereignty. Drawing
on a case study and process tracing, this paper finds that the core mechanism lies in the EU’s reliance on
supranational institutional arrangements, through which mission-oriented innovation policy serves as the principal
policy instrument for embedding normative values into digital governance reforms, as exemplified by initiatives
such as EuroStack. The study further reveals that this transformation continues to be constrained by structural
challenges, including multi-level institutional tensions, the efficiency of funding allocation, and imbalances in
the talent ecosystem. Nevertheless, the EU is generating international spillover effects in digital governance by
advancing institutional narratives and exporting regulatory frameworks. The EU’s experience provides valuable
insights for China in building an autonomous, secure, and open digital governance system. |
