| 经费管理对科研项目全生命周期管理至关重要。中国围绕经费管理顶层设计、专项管理、财务制度、监督评估等四个层次，逐步构建科技计划项目经费管理政策文件体系。经费管理呈现出从管控到信任的理念转变、从过程到结果的导向转变、从局部到系统的改革深化递进等特征。从加强政策宣贯、加快形成政策合力、推进管理模式创新、强化监督体系建设等方面提出工作建议，助推建立更加科学、
高效、规范的经费管理体系。 |

| Fund management is crucial for the full lifecycle management of scientific research projects. China
has gradually established a policy document system for the management of science and technology plan project
funding, focusing on four levels: top-level design of funding management, special management, financial system,
and supervision and evaluation. Fund management presents characteristics such as a conceptual shift from control
to trust, a directional shift from process to result, and a progressive deepening of reform from local to systematic.
This paper proposes recommendations in four areas: strengthening policy publicity and implementation,
accelerating the formation of policy synergy, promoting innovation in management models, and strengthening
the construction of the supervision system, to help establish a more scientific, efficient, and standardized funding
management system |
