| 在数字经济时代，数据作为核心生产要素，其安全、可信与高效流通至关重要，可信数据空间已
成为战略核心领域，政策引导在其中扮演关键角色。综合运用政策文本计量、内容分析法与文本挖掘
方法，基于“效力—目标—工具”三维分析框架，对中国可信数据空间政策进行多维度解析，旨在为产业
主体正确识别政策导向、政策制定者优化政策制定提供实证参考。研究发现：可信数据空间政策普遍
效力较高，体现高层重视，但是部门间合力不足、协同较弱；政府正从市场机制与生态体系两个层面协同
推动可信数据空间构建；政策工具上还存在结构性失衡问题，呈现出 “技术工具主义”“供给驱动”的
特征。应强化跨部门、跨层级的政策出台，推进协调治理，深化市场机制与生态体系的协同，逐步引入多
元政策工具，注重政策工具的科学设计与合理搭配。 |

| In the digital economy era, data serves as a core production factor, making its secure, trustworthy,
and efficient circulation crucial. “Trusted Data Spaces” have become a central strategic focus for nations
worldwide, with policy guidance playing a pivotal role. This study focuses on China’s published trusted data
space policies. Employing a combination of policy text metrology, content analysis, and text mining methods,
it constructs a three-dimensional analytical framework of “Effectiveness-Objectives-Tools”to conduct a
multidimensional analysis of China’s trusted data space policy system. The aim is to provide empirical references
for industry entities to identify policy orientations and for policymakers to optimize policies, thereby better
grasping the marketization of data elements and advancing the construction of trusted data spaces. Research
findings indicate that policies for trustworthy data spaces generally demonstrate high effectiveness, reflecting
high-level commitment. However, interdepartmental collaboration remains insufficient and coordination weak.
Governments are synergistically advancing the development of trustworthy data spaces through both market
mechanisms and ecosystem frameworks. Nevertheless, structural imbalances persist in policy tools, exhibiting
characteristics of “technological instrumentalism” and “supply-driven approaches.” Future policy directions
should emphasize the formulation of cross-departmental and cross-level policies, promote coordinated governance,
deepen the synergy between market mechanisms and ecological systems, gradually introduce a diverse range of
policy tools, and focus on the scientific design and appropriate combination of these tools. |
