| 国际大科学计划产出的知识产权的管理与共享模式不仅关乎创新效率，更直接触及国家主
权、经济安全与科技霸权的深度博弈。知识产权应作为一种精密设计的“规制工具”，用于重塑科研组织的内部协作秩序。在理论层面分析了国际大科学计划知识产权开放共享的制度逻辑和治理机理，在管理层面剖析了国际大科学计划知识产权开放共享的典型模式与演进路径。针对中国参与乃至牵头国际大科学计划的现实需求提出了知识产权开放共享的战略对策，包括履行开放科学国际义务、
形成国际兼容的技术规范、参与技术标准制定、建立科研贡献记录机制、构建分层授权开放共享机
制等。 |

| The management and sharing models of intellectual property generated by international large-scale
science program are not only related to innovation efficiency, but also directly implicate the complex dynamics
of national sovereignty, economic security and technological hegemony. Intellectual property should serve as a
sophisticatedly “regulatory tool” to reshape the internal collaborative order of scientific research organizations. At
the theoretical level, this paper analyzes the institutional logic and governance mechanism of intellectual property
open sharing in international large-scale scientific programs; at the management level, it dissects the typical
models and evolutionary paths of intellectual property open sharing in such programs. In response to the practical
needs of China’s participation and leadership in international large-scale science programs, this paper proposes
strategic countermeasures for intellectual property open sharing, including fulfilling international obligations of
open science, formulating internationally compatible technical specifications, participating in the formulation
of technical standards, establishing a research contribution recording mechanism, and constructing a tiered
authorization mechanism for open sharing. |
