| 电子健康档案对缓解“看病难、看病贵”的重要意义，激发了全国多个城市进行电子健康档案实践，而理论
尤其是管理优化理论研究的缺乏加大了投入巨大的电子档案的实施风险。明确目标，将目标分解到有关主体和行动，再
具体分析行为和目标之间的桥梁和障碍，并削弱或者消除障碍，可以最大化电子健康档案的效用成本比。为此，夯实基
础、动态推进以及积极引导是电子健康档案实施管理中的关键，也是值得进一步深入研究的系统工程。 |

| The magnificent position of EHR to solve "Medical treatment is difficult and expensive" issue irritates
quite a few cities to execute EHR. However, being lack of EHR management optimizing theory research puts huge investment
EHR into great risks. To certify targets, then disintegrate them to different parties and actions, and weaken or
get rid of specific barriers, can maximize the cost effectiveness ratio. Thus, to strengthen the basis, dynamic pushing,
and positive guide are key to EHR execution, which are also a systematic engineering worthy of further research. |
