政府绩效评估是按照符合人民价值理念的理想政府的标准,对现实政府进行价值评估与定位。政府绩效管
理是对政府特定时期决策目标的逻辑分解,并通过绩效计划、过程管理、考核评价以及结果应用实现政府决策落实、
行政效能提升的改善过程。二者具有一定的异质性。借鉴耦合思想,发挥绩效评估的思想,加强绩效指标体系的顶层
设计,运用绩效管理的循环改善机制促进目标落实,最终即可建立人民满意、高绩效的政府。 |

Government performance assessment is to value and locate the real government with the standard of
the ideal government which is up to the people’s values. Government performance management is an improvement
process in which we make logical decomposition on the government’s decision-objective in specific period, and
to realize the implement of government’s decision and the promotion of administrative efficiency through the
performance plans, process management, check and appraisal, and application of results. Therefore, both of the two
concept are heterogonous. The government should draw on the idea of the coupling, develop the idea of performance
evaluation, strengthen the top-level design of performance index system, use the circulation improvement
mechanism of performance management to promote the implementation of the objectives, and finally establish the
people-satisfied, high- performance government. |
