采用DEA方法对济南市下辖10 个县(市)区的科技投入产出效率进行分析, 并采用灰关联分析方法分析确
定各项科技投入产出指标相对于DEA效率的灰色关联度。研究结果表明:40%的县区科技投入产出处于非DEA有效状
态,存在不同程度的投入规模不够或产出不足,尤其是地方财政科技支出亟待加强,并提出相应的对策建议。 |

This article applies DEA to the ten counties of Jinan, in order to establish every county’s input-output
efficiency of science and technology. Based on this, this article applies Gray correlation analysis, to recognize
the relationship between input-output index of science and technology and DEA technical efficiency. The
results, 40% of counties are non DEA efficient, and they have various degree of input redundancy and output
deficiency of science and technology. Especially, Local fiscal expenditure for science and technology has to be
more. This article also proposes some countermeasures and suggestions. |
