| 科技政策是政府营造创新环境、引导科技创新的主要手段。在收集和整理“十八大”以来陕西省出台的124
条科技政策的基础上，采用内容分析法，按照“分析框架构建、政策文本编码、频数统计分析”的步骤，完成陕西省科
技政策文本编码表，将政策文本信息转化为半结构化数据。在此基础上，分析“十八大”以来陕西省科技政策的研究重
点和政策层级差异，进而提出陕西省科技政策制定的相关建议。 |

| Science and technology policies are the main means by which the government can create an
innovative environment and guide technical innovation. This article collects and sorts out 124 science and
technology policies which promulgated by Shaanxi Province since the 18th National Congress of the CPC,
using content analysis method, according to the steps of "analysis frame construction, policy text encoding and
frequency statistics analysis", to complete the text code table of Shaanxi science and technology policies, which
can convert the qualitative policy text into semi-structured data. We analyze the research priorities and policy
levels of science and technology policies of Shaanxi province since the 18th National Congress of the CPC, then
propose the formulation related suggestion of Shaanxi science and technology policies, in order to make the
reference for the policy objectives of the "19th National Congress" policy priorities. |
