      近年来,我国统筹国际、国内两类人才资源服务于创新发展,特别是在引才引智方面关注美国、英国、德 国等综合性创新大国,但对关键“小国”的人才资源挖掘不够。本文首先从处于全球竞争力前列的国家、创新型行列的 国家、世界人才发展水平前列国家3个维度选取引才引智国家;然后对人口数量较少、国土面积较小、经济水平较低、 军事实力较弱但人才水平近年来居于全球前列的具有较强竞争力的国家进行筛选,确定新加坡、丹麦、瑞士、荷兰、 奥地利和卢森堡为引才引智工作挖掘的关键“小国”;最后对这6个关键“小国”提出引才引智的建议。
英文摘要:
      In recent years, China has coordinated two types of international and domestic human resources to serve the development of innovation, especially in attracting talents and paying attention to large innovative countries, yet not enough to tap into key small countries. This article first selects talented countries from the three dimensions of the countries with the highest global competitiveness, the ranks of innovative countries, and the countries with the highest level of talent development in the world; and then these countries are screened out according to the key “small country” standards proposed in the text, and six key “small countries” are selected. These countries are regarded as key small countries for digging talents; finally, six key small countries such as Singapore, Denmark, Switzerland, the Netherlands, Austria and Luxembourg are recommended for talent introduction.
