政府主导型科技精准帮扶是科技创新工作的有机组成部分,科技人员投入和科技资金投入是政府主导型科
技精准帮扶的主要要素。本文运用网络DEA-tobit法对我国科技精准帮扶效率进行实证研究。研究结果表明:政府主导
型科技精准帮扶效率整体表现一般;不同区域政府主导型科技精准帮扶效率存在明显差异;为了进一步提升政府主导
型科技精准帮扶效率,需要加大对基层科技管理人员的支持力度,壮大本土科技特派员队伍。 |

The government led scientific and technical precision assistance is an organic part of scientific and
technical innovation, and the input of scientific and technical personnel and scientific and technical capital are
the main elements of the government led scientific and technical precision assistance. This paper uses network
DEA Tobit method to make an empirical study on the efficiency of science and technology precision assistance
in China. The results show that: the overall performance of the government led scientific and technical precision
assistance efficiency is general; There are obvious differences in the efficiency of government led scientific and
technical precision assistance in different regions. In order to further improve the efficiency of government
led technology precise assistance, it is necessary to increase the support for grass-roots science and technology
management personnel and expand the team of local science and technology special commissioners. |
