      以2018—2020年全国技术合同交易数据为基础,从宏观视角对生物、医药和医疗器械领域的技术合同交易 概况、合同构成和技术交易流向进行分析。研究发现,我国各省份技术交易发展差距显著,江苏省、北京市和上海市 等东部地区引领生物、医药和医疗器械领域的发展,西部地区发展相对缓慢;技术合同交易构成分布不均,其中合同 交易类别主要由技术开发和技术服务构成;63.9%的技术合同未涉及知识产权,其余合同以技术秘密、生物、医药新品 种和专利为主要产权形式;东部地区技术流动最为密集,其中长三角地区合作较为紧密。基于此,提出我国应出台相 关政策法规以支持、鼓励跨区域间的交流合作,引导区域间“强强联合”“以强带弱”,进一步促进我国生物、医药和医 疗器械领域全局优化发展以期为我国生物、医药和医疗器械领域产业优化升级和未来技术布局提供参考。

      Based on the national technology contract transaction data from 2018 to 2020, this paper analyzes the technology contract transaction overview, contract composition and technology transaction flow in the fields of biology, medicine and medical devices from a macro perspective for the first time. Research shows that there is a significant gap in the development of technology transactions in various provinces in China. Eastern cities such as Jiangsu Province, Beijing, and Shanghai lead the development of the biological, pharmaceutical and medical equipment fields, while the development of the western region is relatively slow. The composition of technology contract transactions is unevenly distributed. Among them, the types of contract transactions are mainly composedof technology development and technology services;63.9% of the technology contracts did not involve intellectual property rights, and the rest were mainly in the form of technical secrets, new varieties of biology and medicine and patents; The technology flow in the eastern region is the most intensive, and the cooperation in the Yangtze River Delta region is relatively close. Therefore, China should issue relevant policies and regulations to support and encourage cross regional exchanges and cooperation, and guide the “strong alliance” and “strong leading the weak” among regions, so as to further promote the overall optimization and development of China’s biological, pharmaceutical and medical device fields. This study will provide a decision-making reference for the optimization and upgrading of China’s biological, pharmaceutical and medical device industries and the future technology layout.
