| 结合产业集聚和产业集群相关理论研究，采用单案例研究法对南京生物医药产业集群建设的现状、存在问题以及对策进行系统性剖析，并从制度集聚视角提出政府主导型产业集群的建设策略。研究表明:政策的制定和规划引导是整个产业集群建设的根本基础;基础设施建设与资源投入是产业集群建设的支撑条件;产业链构建与优化是产业集群建设的核心环节;招商引资与人才培养引进是产业集群建设的重要手段;服务体系与产业生态建设是产业集群建设的重要保障。各要素之间相互关联、相互促进，共同推动政府主导型产业集群建设不断发展。 |

| This article combines theoretical research on industrial agglomeration and industrial clusters, adopts a single case study method to systematically analyze the current situation, existing problems, and countermeasures of the construction of Nanjing biopharmaceutical industrial clusters, and proposes the construction strategy of government led industrial clusters from the perspective of institutional agglomeration. Research has shown that: (1) Policy formulation and planning guidance are the fundamental foundation for the construction of the entire industrial cluster; (2) Infrastructure construction and resource investment are the supporting conditions for the construction of industrial clusters; (3) The construction and optimization of industrial chains are the core links of industrial cluster construction; (4) Investment attraction and talent cultivation are important means of industrial cluster construction; (5) Construction of service system and industrial ecology is important guarantee for the construction of industrial clusters. The various elements are interrelated and mutually reinforcing, jointly promoting the continuous development of government led industrial cluster construction. |
