      基于WebofScience和InCites数据库,从论文产出概况、被引和影响力两个维度,以“增材制造与激光制造”重点专项2016—2018年项目为研究对象,对其产出的SCIE论文质量开展评价研究。研究发现:单一指标显示各项目论文产出差异较大,而多个定量指标的组合能提供论文质量相关的丰富信息。建议在国家重点研发计划项目验收和综合绩效评估工作中,增加论文等相关科研成果的评估报告,并由项目管理机构牵头落实,使现有的以同行评议为主的项目验收和综合绩效评估工作更加完善。研究结果可以为国家重点研发计划项目验收和综合绩效评估工作提供参考。
英文摘要:
      Based on the Web of Science and InCites databases, the quality of SCIE papers produced by the key projects of “Additive Manufacturing and Laser Manufacturing” from 2016 to 2018 was evaluated in terms of paper output profile, citations and influence. The study found that a single indicator shows large variations in dissertation output across programmes, while a combination of multiple quantitative indicators provides rich information related to dissertation quality. It is suggested that the evaluation reports of papers and other related scientific research achievements should be included in the acceptance and comprehensive performance evaluation of the National Key R&D Program, which should be implemented by the projects management organization, so as to improve the existing peer review-based project acceptance and comprehensive performance assessment work. The results can provide reference for the acceptance and comprehensive performance evaluation of the National Key R&D Program.
