作为数据要素之一,科技数据要素市场化配置对推动科技自立自强具有重要作用。基于数据要素市场化配置等理论,构建科技数据要素市场化配置分析框架,并以山东省为例,从总体规划、基本要素情况、配置流程与模式等方面梳理山东省科技数据现状,分析优势和存在的短板,从推动科学数据汇交、加强科技数据主体和载体建设、强化政策标准制定、加强监管等方面提出对策建议。 |

As one of the data elements, the market-oriented allocation of scientific and technical data elements plays an important role in promoting technological self-reliance and self-improvement. Based on theories such as market-oriented allocation of data elements, this study constructs an analysis framework for the market-oriented allocation of scientific and technical data elements. Taking Shandong Province as an example, the current situation of scientific and technical data in Shandong Province is summarized from the aspects of overall planning, basic element situation, configuration process and mode, and the advantages and shortcomings are analyzed. Finally, countermeasures and suggestions are proposed to promote the collection of scientific data, strengthen the construction of scientific and technical data entities and carriers, strengthen the formulation of policy standards, and strengthen supervision. |
