| 粤港澳大湾区科技企业密集，知识产权成果丰富，开展大湾区知识产权驱动企业创新促进政策研究有助于提升企业创新发展能力，促进粤港澳大湾区国际科技创新中心建设。梳理总结全球四大湾区知识产权驱动企业创新发展的政策探索，并基于INCOPAT网站的专利数据，与其他湾区比较，重点分析粤港澳大湾区在专利申请人排名、专利技术申请趋势、专利技术构成、专利权利要求等方面呈现的特征及问题。研究表明:粤港澳大湾区企业知识产权跨区域协同发展起步晚，但是发展较快;数字技术特征明显，但是与旧金山湾区有一定差距;专利数量较多，但是高质量专利数相对较少。粤港澳大湾区需要借鉴其他湾区的先进经验，在完善企业知识产权激励政策、强化知识产权合作、提升知识产权质量、优化知识产权服务等方面构建完善的知识产权政策体系，驱动企业创新发展，进而支撑粤港澳大湾区国际科技创新中心建设。 |

| The Guangdong—Hong Kong—Macao Greater Bay Area is densely populated with technology enterprises and rich in intellectual property achievements. Conducting policy research on promoting innovation driven by intellectual property in the Greater Bay Area can help enhance the innovation and development capabilities of enterprises and promote the construction of the Guangdong—Hong Kong—Macao Greater Bay Area International Science and Technology Innovation Center. The article summarizes the policy explorations of intellectual property driven enterprise innovation and development in the four major bay regions worldwide, and based on patent data from the INCOPAT website, analyzes the characteristics and existing problems of the Guangdong—Hong Kong—Macao Greater Bay Area in terms of patent applicant ranking, patent technology application trends, patent technology composition, patent rights claims, and other aspects through comparison with other bay regions. Research shows that the cross regional collaborative development of intellectual property rights among enterprises in the Guangdong—Hong Kong—Macao Greater Bay Area started late, but developed rapidly; the digital technology features are obvious, but there is a certain gap compared to the San Francisco Bay Area; there are rich patents, but the number of high-quality patents is relatively small. The Guangdong— Hong Kong—Macao Greater Bay Area needs to learn from the experience of other advanced bay areas, build a comprehensive intellectual property policy system in improving enterprise intellectual property incentive policies, strengthening intellectual property cooperation, improving intellectual property quality, and optimizing intellectual property services, driving enterprise innovation and development, then support the construction of the Guangdong—Hong Kong—Macao Greater Bay Area International Science and Technology Innovation Center. |
