      在党和国家领导人的高度重视下,我国科学技术近几年来得到了长足的发展,逐渐从跟随者向领跑者转变。然而,某些国家采用制裁等手段企图限制我国科学技术发展,形成了多个“卡脖子”难题。“揭榜挂帅”制度是突破“卡脖子”难题的关键手段,然而现有相关研究仍然不足。为了解决“卡脖子”难题,研究面向“卡脖子”难题的“揭榜挂帅”制度运行机制。一是提出面向不同优势领域的多主体定榜策略,针对跟随、并跑以及领先等不同类型行业,设计了“卡脖子”难题遴选的特征,确定发布“卡脖子”难题主题;二是提出面向“卡脖子”难题的多揭榜方揭榜机制,提出基于团队合作质量的揭榜方遴选策略;三是提出面向“卡脖子”难题的多揭榜方解榜机制,设计事前事后与里程碑融合的资金拨付形式,提出多揭榜方的竞合框架和动态更新机制,建立多主体交互式监管模式;四是提出以群体共识最大化的评价专家遴选机制,设计多周期综合评价策略,解决“评榜”中“谁来评,怎么评”的问题。

      China has always attached great importance to the development of science and technology. In recent years, science and technology in my country has made significant progress, gradually transforming from a follower to a leader. However, certain countries have adopted sanctions and other means to restrict the development of high-tech industries in my country, creating various “bottleneck challenges. The “open competition” system is a key approach to overcoming these challenges, but existing research in this area is still insufficient. To address the “bottleneck” challenges, this study investigates the operational mechanisms of the “open competition” system. Firstly, it proposes a multi-subject ranking strategy tailored to different advantageous fields, designing the characteristics of the selection of “bottleneck” challenges for different types of industries, such as followers, parallel runners and leaders, and determining the themes for publishing such challenges. Secondly, it suggests a multi-party mechanism for disclosing the rankings in response to “bottleneck” challenges, and proposes a strategy for the selection of disclosers based on the quality of teamwork. Thirdly, it presents a mechanism for multiple parties to disclose and resolve the rankings related to “bottleneck” challenges, designs the form of fund allocation that integrates the pre-event and post-event and milestone, puts forward the framework of competition and dynamic updating mechanism for multiple list-revealing parties, and establishes the mode of interactive supervision for multiple subjects. Fourthly, it puts forward the mechanism of evaluation expert selection that maximises the consensus of the group, and designs the multi-cycle comprehensive evaluation strategy to solve the problem of ‘who should be evaluated’ and ‘how to evaluate’ in the ‘evaluation list’.
