| 公共资金资助科学研究是推动社会进步和科技创新的重要途径，学术数据库具有公共产品的特征。我国的商业学术数据库在版权运营、定价机制和市场竞争等方面面临多重挑战。在全球开放获取运动发展日益深入、我国公益服务需要日益迫切的背景下，商业学术数据库的未来发展应强化公共服务支撑，并创新优化科研服务质量，形成公共服务与市场化服务的叠加效应。 |

| Publicly funded scientific research is a crucial pathway to drive social progress and technical innovation, and academic databases possess the characteristics of public goods. In China, commercial academic databases face multiple challenges in areas such as copyright, pricing mechanisms, and market competition. Against the background of the deepening development of the global open access movement and the increasingly urgent need for public service in China, the future development of commercial academic databases should strengthen the support of public service and innovate to optimise the quality of scientific research services, forming a superimposed effect of public service and market-based service. |
