| 在科学数据管理领域，数据汇交与数据出版都是为了推动科学数据的开放共享与有效利用。我国开展重点研发计划项目数据汇交工作以来，取得了显著成果，但也存在科研工作者汇交积极性不高、数据汇交计划执行不到位、汇交数据质量难以保证等问题。相较而言，数据出版已经形成了较为成熟的工作模式，极大地激励了科学工作者数据共享的积极性。同时，数据出版审核流程严格，能够保障数据质量，数据论文与数据仓储库的关联出版使科学数据的访问和获取更加便利，这些优势正好可以弥补数据汇交的不足。研究发现，科学数据汇交与科学数据出版的内容都是科学数据实体和科学数据描述信息，具有一致性。基于此，借鉴数据出版的成功经验，探索了一种新型的科学数据汇交模式，以优化汇交流程、增强科研人员的参与积极性并提升数据质量。 |

| In the field of scientific data management, scientific data publishing and scientific data archiving are both aimed at promoting the open sharing and utilization of scientific data. Since launch key research and development projects’ data archiving, China has achieved significant achievements. However, there are questions such as low enthusiasm of scientifc researchers for submission, inadequate implementation of data archiving plans, and difficulty in ensuring the quality of submitted data. In comparison, data publishing has formed a relatively mature working model in long-term development practice, greatly stimulating the enthusiasm of scientific workers for data sharing. At the same time, the strict review process for data publishing can ensure data quality, and the cooperation between data papers and data repositories makes it more convenient to access and obtain scientific data. These advantages can make up for the shortcomings of data archiving. This paper found that the content of scientific data archiving and scientific data publication are both scientific data entities and scientific data descriptive information. In view of this, this paper explores a new model of scientific data archiving based on data publishing, in order to enhance the enthusiasm of researchers. |
