      省级科技计划项目具有申报主体广泛、项目类型多样、学科综合性强等特点,基于多源数据进行动态监测有助于提高项目管理效率、提高创新服务能力。首先,采用生命周期理论作为理论基础,将科技计划项目从微观项目管理和长周期持续创新立项统一建模,构建科研创新的多层次、长周期的双周期迭代模型;然后,采用关键因素分析法CSF,将科技计划项目管理的监测点进行层次化剖析,进而采用多来源数据资源进行业务流程优化,设计科技项目动态监测框架;最后,以天津市科技计划项目为例进行实证研究和验证。结果表明,多来源数据和监测框架能够将传统的微观项目进行全流程留痕、自动化提示与可视化预警,有助于解决科技创新“放管服”的“最后一公里”问题,形成数据驱动的科技计划项目流程优化。
英文摘要:
      Provincial science and technology programmer has the characteristics of wide range of applicants, diverse project types, and comprehensive disciplines. Dynamic monitoring based on multi-source data is helpful to improve efficiency of project management and ability of innovative services. This paper, based on life cycle theory, constructs a multi-level and long-term iterative monitoring model for scientific research and innovation, from the perspectives of micro-level project management and long-term continuous innovation. Then, monitoring points of science and technology programmer are analyzed with critical success factors (CSF) method in hierarchical way. After that, a dynamic monitoring framework for science and technology programmer is designed by optimizing business processes with multi-source data. Finally, empirical research and verification are conducted by taking Tianjin science and technology programme an example. The results show that, based on the multi-source data and the dynamic monitoring framework, full process tracking, automatic prompts, and visual warnings for conventional micro projects can be achieved, which is helpful to solve the “last kilometer” problem of scientific and technological innovation “discharge service”, and form data- driven procedures for scientific and technological programmer.
