| 科技期刊是科技资源的重要组成部分，在科技资源的有效利用方面发挥着重要的作用，科技期刊直接体现国家科技竞争力和文化软实力。科技期刊的高质量发展既需要政策的支持也需要市场的驱动，科技期刊通过合理收费来覆盖成本是期刊发展的通用做法。以国内外科技期刊为研究对象，对论文收费情况进行调查。调查发现:84.4%的国外科技期刊收取论文相关费用，国内英文科技期刊收取费用的比例为63.2%;商业出版机构在科技期刊出版中占主导地位，所收取的论文相关费用较高，政府和学协会等出版机构收取的费用较低;多数非英语及多语种科技期刊免收论文费用。基于此提出建议:适当收取论文费用，有助于科技期刊可持续化发展;国家应出台政策引导和规范科技期刊收费;收费应做到规范、透明且公平;为适应数字化的快速发展，科技期刊出版单位可通过为用户提供多类型的服务来拓展多样性的收费种类。 |

| STM journals are not only an important component of scientific and technical resources, but also play an important role in the effective utilization of scientific and technical resources. STM journals directly reflect the national scientific and technical competitiveness and cultural soft power. The high-quality development of STM journals requires both policy support and market drive. It is a common practice for STM journals to cover costs through reasonable fees. This article takes domestic and foreign scientific and technical journals as the research object to investigate the charging situation of papers. The survey found that 84.4% of foreign scientific and technical journals charge paper related fees, while the proportion of domestic English scientific and technical journals is 63.2%. Commercial publishing institutions dominate, with higher fees related to papers and lower fees charged by government and academic associations; Most non-English and multilingual STN journals are exempt from paper fees. This article proposes the following suggestions: appropriately charging paper fees can contribute to the sustainable development of scientific journals; we should introduce policies to guide and regulate the charging of scientific and technical journals; Fees should be standardized, transparent, and fair; To adapt to the rapid development of digitalization, diverse fee types can be expanded by providing users with various types of services. |
