| 探讨高质量发展背景区域下科技创新发展的内涵与指标体系具有重要意义。立足高质量发展大背景，提出高质量发展背景下区域科技创新发展是体现“高质量发展”新内核，且其发展是遵循五大理念。从区域科技创新发展“原内核”和“新内核”两大视角设计实践在高质量发展背景下福建省区域科技创新发展评价指标体系，并利用功效系数法进行评价，研究结果为区域科技创新高质量发展战略提供理论依据 |

| Exploring the connotation and indicator system of technical innovation in the context of high- quality development is of great significance. Based on the background of high-quality development, the paper proposes that the regional scientific and technical innovation development under the background of high- quality development reflects the new core of “high-quality development”, and the development follows five major concepts. Also, the paper designs and implements an evaluation index system for regional scientific and technical innovation development in Fujian province from the perspectives of the “original core” and “new core”, and uses the efficacy coefficient method to evaluate it. The research results provide theoretical basis for the high-quality development strategy of regional scientific and technical innovation. |
