      科技创新人才是国家科技进步和企业可持续发展的战略资源,科学的评价指标体系成为培养、选拔和激励人才的重要依据。结合人才评价导向,设置创新价值、能力和贡献评价维度;依据胜任力模型显性和隐性部分的特征,增设素质评价维度和学术素养评价维度,据此建构的企业科技创新人才胜任力评价指标体系涵盖5个维度和24个指标。以陕西省烟草公司为例,运用实地调研法收集数据,对评价指标体系进行信效度检验,并采用熵权法确定指标权重。研究结果表明,这套指标体系具有较好的可靠性、稳定性与有效性,有助于客观、合理地对企业科技创新人才进行评价,有效激发人才的创新活力,培育新质生产力,以期推动企业实现高质量发展目标。
英文摘要:
      Scientific and technical innovation talents are strategic resources for national scientific and technical progress and sustainable development of enterprises. Combining the talent evaluation orientation, the evaluation dimensions of innovation value, ability and contribution are set up. The evaluation dimensions of quality and academic quality are added based on the characteristics of the explicit and implicit parts of the competency model. The competency evaluation indicator system of enterprise scientific and technical innovation talents constructed in the paper covers 5 dimensions and 24 indicators. Taking Tobacco Company of Shaanxi province as an example, this paper uses the field research method to collect related data, and tested he reliability and validity of the evaluation indicator system. The entropy method is adopted to determine the weights of the indicators. The analyzing results show that the indicator system has good reliability, stability and effectiveness, which helps to objectively and reasonably evaluate scientific and technical innovation talents in enterprises, effectively stimulate the innovation vitality of talents, cultivate new quality productivity, and promote the realization of high-quality development goals of enterprises.
