| 在数据密集型科研活动中，科学数据出版和共享对于激活数据的复用价值、促进科研创新、带动学科发展具有重要意义。但由于不同科研机构的数据出版方法不同，在科学数据出版能力上存在不小的差异。为此，构建一个科学合理的科学数据出版能力成熟度评价体系，可以帮助科研机构了解其自身的现状和不足，以便采取相应的改进策略。首先，基于对众多成熟度评价模型的比较分析，结合科学数据出版的特点,采取文献调查法、专家层次分析法等方法提出一个科研机构科学数据出版能力的评价体系。其次，制订一份结构化的评分表对国内3家科研机构的相关人员以问卷及访谈方式对其科学数据出版能力现状进行打分评估，并分析影响能力成熟度的关键因素及其原因。最后，就提升其科学数据出版能力提出对策建议。研究结果为科研机构提升科学数据出版能力提供了参考依据，促进了科学数据规范化出版和共享，进一步提升了科研机构的综合竞争力和科研创新能力。 |

| In data-intensive scientific research activities, the publication and sharing of scientific data is of great significance to activate the reuse value of data, promote scientific research innovation, and drive the development of disciplines. However, due to the different data publishing methods of different scientific research institutions, there are considerable differences in scientific data publishing capabilities. Therefore, this paper intends to construct a scientific and reasonable scientific data publishing capability maturity evaluation system to help scientific research institutions understand their own current situation and shortcomings, so as to adopt corresponding improvement strategies. This article first proposes an evaluation system for the scientific data publishing capability of research institutions based on a comparative analysis of numerous maturity evaluation models, combined with the characteristics of scientific data publishing, using methods such as literature review and expert level analysis. Afterwards, a structured scoring table was developed to evaluate the current status of scientific data publishing capabilities of relevant personnel from three domestic institutions through questionnaires and interviews, and to analyze the key factors and reasons that affect the maturity of their capabilities. Finally, propose countermeasures and suggestions to enhance its scientific data publishing capabilities. This article aims to provide a reference for scientific research institutions to enhance their scientific data publishing capabilities，promote standardized publishing and sharing of scientific data，and further improve their comprehensive competitiveness and research innovation capabilities. |
