| 在2024年政府工作报告提出打造低空经济新增长引擎的背景下，低空经济快速崛起，成为经济发展新热点。聚焦地方政府低空经济政策，构建“工具—目标”二维分析框架，对21份政策进行文本量化研究。研究发现:地方政府低空经济政策工具配置齐全但存在运用失衡问题，供给型工具主导，环境型工具应用有待加强;不同区域间政策工具差异化明显;政策目标主要聚焦“产业环境优化”和“产业能级跃升”，但省际存在差异;政策工具与目标的匹配度有待提升。基于此，提出优化政策工具配置、强化政策目标导向、聚焦目标精准施策以及加强政策协同与保障等建议，旨在为地方政府低空经济政策的优化完善提供科学依据，推动低空经济高质量发展。 |

| Against the backdrop of the 2024 Government Work Report proposing to create a new growth engine for the low-altitude economy, the low-altitude economy has witnessed rapid growth and emerged as a new hotspot in economic development. This paper focusing on the low-altitude economic policies of local governments, constructing a “Tools-Objectives” two-dimensional analysis framework to conducts a textual quantitative research on 21 policies. It is found that local governments have a complete set of policy tools for the low-altitude economy, but there are imbalances in their application. Supply-type tools are dominant, and environment-oriented tools need to be strengthened; There are significant differences in policy tools among different regions; Although the policy objectives focus on “optimizing the industrial environment” and “upgrading the industrial level”, there are differences among provinces; The match between policy tools and objectives needs to be improved. Based on this, suggestions such as optimizing the configuration of policy tools, strengthening the orientation of policy goals, focusing on precise policy implementation for goals, and enhancing policy coordination and support are put forward. The aim is to provide a scientific basis for the optimization and improvement of local government low-altitude economy policies and promote the high- quality development of the low-altitude economy. |
