科技资源是提升科技竞争力的重要战略资源,加强科技资源配置规划和统筹是提升区域创新效能的关键。以2014—2023年山东省16地市为例,从投入与产出角度建立科技资源配置效率测度体系,运用SBM模型分析山东省各地市科技资源配置效率值及其时空演化特征,并采用fsQCA方法探究配置结构、配置方式和配置环境对山东省各地市科技资源配置效率的影响因素和组态关系。研究发现:1科技资源配置效率持续提升且存在区域差异,副省级城市科技资源配置效率最高,其次是鲁西南地区、沿海地区和中部地区;2科技资源配置效率的提升需要多种要素共同作用,规模以上工业企业R&D经费投入、学校R&D经费投入、政府投入强度和产业结构调整在促进科技资源高效配置上发挥了普遍作用;3产生高水平配置效率的路径有4条,即科研机构投入与产业升级引领型,高校投入、政府投入强度和产业升级引领型,企业投入、高校投入和产业升级引领型,市场投入强度引领型,多分布于省会地区、沿海地区和鲁西南地区;4产生非高水平配置效率的路径有2条,归纳为企业投入与产业升级抑制型,分布于聊城和滨州。研究结果有助于山东省各地市因地制宜提升科技资源配置效率、推动创新驱动发展。 |

Technical resources are important strategic resources for enhancing technical competitiveness, strengthening the planning and coordination of scientific and technical resource allocation is the key to enhancing regional innovation efficiency. Taking 16 cities in Shandong Province from 2014 to 2023 as a case study, a measurement system for the efficiency of scientific and technical resource allocation is established from the perspective of input and output. The SBM model is used to analyze the efficiency values and spatiotemporal evolution characteristics of scientific and technical resource allocation in various cities in Shandong province, and the fsQCA method is adopted to explore the influencing factors and configuration relationships of allocation structure, allocation mode, and allocation environment on the efficiency of scientific and technical resource allocation in various cities in Shandong Province. Research has found that: 1The efficiency of technology resource allocation continues to improve and there are regional differences, with sub provincial cities having the highest efficiency in technology resource allocation, followed by southwestern Shandong, coastal areas, and central regions; 2The improvement of the efficiency of technology resource allocation requires the joint action of multiple factors. The R&D funding investment of industrial enterprises above designated size, the R&D funding investment of schools, the intensity of government investment, and the adjustment of industrial structure have played a universal role in promoting the efficient allocation of technology resources; 3There are four paths to generate efficiency in the allocation of high-tech resources, namely, research institution investment and industrial upgrading leading type, university investment, government investment intensity and industrial upgrading leading type, enterprise investment, university investment and industrial upgrading leading type, market investment intensity leading type, which are mostly distributed in provincial capitals, coastal areas and southwestern Shandong; 4 There are two paths to generate efficiency in the allocation of non-high tech resources, which can be summarized as the inhibitory type of enterprise investment and industrial upgrading, distributed in Liaocheng and Binzhou. The research results will help various cities in Shandong Province to improve the efficiency of scientific and technical resource allocation according to local conditions and promote innovation driven development. |
